Osmanli Devlet teskilati 19. yuzyilda yeniden yapilandirilmistir. Devletin karsilastigi siyasal badireler yeniden yapilanmada katalizoer goerevi goermustur. Misir Meselesi bunlardan biridir. Mehmed Ali Pasa Londra protokolu geregi askerlerini Hicaz Eyaleti'nden cekmistir. Babiali 1841'den itibaren Eyalete dogrudan valiler atamaya baslamistir. Necid Emirligi Hicaz Eyaleti'ne baglanmistir. Haremeyn idaresi yeniden duzenlenerek memurlar ve goerevliler arasindaki hiyerarsi tekrar olusturulmustur. Irak ve Hicaz Ordusu'nun 1848'de kurulmasiyla merkez idarecilerin tesiri artmaya baslamistir. Rekabet surecinde cevre merkezilesmeye direnc goestermistir. Bu baglamda isyan hareketleri olusmustur. Isyanlar basarili olamadigi gibi merkezin daha da kuvvetlenmesini saglamistir. Hicaz Eyalet merkezinin etkinlik kazanmaya baslamasiyla Kizildeniz sahilinin oenemli iskeleleri olan Sevakin ve Musavva Hicaz Eyaleti'ne baglanmistir. Yemen'deki Osmanli idaresi Hicaz Eyaleti uzerinden tekrar kurulmus ve muessir hale getirilmeye calisilmistir.
