Dublin, Ireland 1918

In the years between the bloody 1916 Rising and the start of the War of Independence against the occupying British forces, WWI veteran Tommy Conlon is making a living tracking down missing children and trying to avoid trouble.

But when he accepts a case from two nuns who believe somebody is abducting street kids from the inner city, he finds himself digging into the darkness of the second city of the British Empire-its poverty, the corruption of the Church and the warring gangs who control its vice.

Eventually, Conlon's investigation uncovers an organization seemingly intent on dominating the criminal landscape of the entire country-an organization manned by American veterans who ship young girls across the Atlantic Ocean like cattle-and he reacts the only way he knows how. He goes to war.
