En 1606 en una famosa Instruccion Secreta, Felipe III encargaba a Ambrosio Spinola iniciar negociaciones con los rebeldes holandeses para lograr una tregua de doce anos. A falta de firmar esta tregua, de repente el rey Felipe III tuvo prisa el 4 de abril de 1609. Sea lo que fuera, Felipe III tenia muy en secreto las negociaciones con los Paises Bajos y para no perder su cara y justificar una expulsion tuvo que inventar un peligro no existente. En la documentacion oficial vemos entonces que Felipe III fue alentado por el duque de Lerma y por el arzobispo Juan de Ribera para expulsar a los moriscos. El Rey sutilmente se supo aprovechar de las sugerencias de su familiar Juan de Ribera y uso a su valido el Duque de Lerma como escudo poderoso de sus planes.
