This report recommends: amendments to the House’s Code of Conduct and Guide to the Code; new rules for Members’ staff; and changes to the procedures of the Sub-Committee on Lords’ Conduct and the House of Lords Commissioner for Standards. The amendments derive from various sources: the Sub-Committee on Lords’ Conduct; the Committee on Standards in Public Life; the Council of Europe Group of States Against Corruption (GRECO). It is the first of two reports being made to the House as a result of recommendations from the bodies listed above. The matters to be dealt with in a further report include a code of conduct for Members’ staff, further guidance on personal honour, and imprisonment of Members
