Since the return to democracy on 10 December 1983, there has been a broad consensus on the need to repeal the so-called Broadcasting Law of the military process and enact a new one, in line with civic and participatory needs. Presidents Raul Alfonsin in 1988 and Fernando de la Rua in 2001 both presented bills that could not be dealt with. Those whose interests were affected exerted strong pressure to prevent them from being dealt with in Congress. Both governments, moreover, suffered strong political erosion. Both Alfonsin and De la Rua were unable to complete their respective mandates.
