The authors examine the extent of credential stacking among low-income individuals and whether those individuals benefit economically. They investigate systemic barriers to stacking for low-income individuals, including limited opportunities to stack credentials in some fields and institutions, insufficient information on stackable credentials and credential value, and challenges moving between programs that do and do not award college credit.
